The #1 financial trap for tourists in Italy: ZTL fines. ZTL (Zona Traffico Limitato) are restricted traffic zones in the historic center of virtually every Italian city. Drive into one — often without realizing it, because the signs are small and the GPS doesn't always warn you — and a camera photographs your plate. €80-100 fine per entry, per camera. Tourists regularly receive €500+ in ZTL fines months after returning home, forwarded by the rental car company with a processing fee on top. This guide exists primarily to save you from that. Everything else — autostrada tolls, speed cameras, parking, fuel — is secondary to the ZTL survival rule: if you're driving into any Italian city center, you're probably entering a ZTL.

Rule: Park OUTSIDE the ZTL. Every city has parking lots on the edge of the ZTL (look for blue "P" signs). Walk or take a bus in. If your hotel is inside a ZTL, they MUST register your plate with the city — call ahead and confirm they've done it, or you'll get fined even with a reservation.

Autovelox (fixed cameras) and Tutor (average speed cameras over 10-25km sections) are everywhere. Limits: 130 km/h autostrada, 110 km/h main roads, 90 km/h secondary, 50 km/h urban. Fines start at €42 for 10km/h over, €175 for 10-40km/h over, €545+ for 40km/h+ over. Tutor cameras are worse than fixed ones because they calculate your AVERAGE speed over a section — you can't slow down for the camera and speed up after.
